PortEconomics members Michael Dooms and Francesco Parola and associate member Larissa Van Der Lugt, presented their latest study on the applicability of strategy concepts for hybrid organisations such as the port authorities, during the annual conference of the International Association of Maritime Economists – IAME 2012, that was held in Taipei, Taiwan.
Due to dynamic competition, the gain of autonomy through port devolution and the resulting evolution towards accountability in diverse fields of performance, port authorities (PAs) are increasingly redefining their strategic objectives and activities. They evolve from landlords that are strongly embedded in the public domain to autonomous acting organizations with stronger performance requirements.
This evolution has brought a stronger need for sound strategic analysis and following strategy making. But as PAs are hybrid organizations, combining both public and private objectives, and at the same time differing in nature from both public and private organizations, the analysis of their strategy making is not straightforward. Following the concepts developed in the field of strategy research is of both theoretical and practical important. The aim of the study is to characterize and position the port authority as a hybrid organization and to analyze the value of the lenses of different theoretical perspectives from strategy research and from public management research for its main strategic issues.
